The NFP self-review return reports whether a non-charitable not-for-profit can self-assess as income tax exempt. Before preparing it, confirm your client’s exemption route, review its governing records and obtain approval for the answers you will lodge.

Check the Client’s Exemption Route

Your client needs the annual NFP self-review return if it is a non-charitable NFP with an active ABN that self-assesses as income tax exempt. An active ABN alone does not establish eligibility.

The ATO’s eligibility guidance identifies eight exemption categories. They cover community service, sporting, cultural, educational, health, employment, scientific and resource development organisations. Read the conditions for the relevant category against the client’s purposes and activities.

Separate these clients before you prepare answers:

  • Charities registered with the ACNC and endorsed by the ATO follow the charity route, including ACNC annual information reporting.
  • An organisation that meets the legal definition of charity cannot use self-assessment to avoid charity registration and ATO endorsement.
  • An already taxable NFP follows income tax return or eligible non-lodgment advice requirements.
  • GST-only NFP sub-entities and specified government entities are excluded. The parent NFP considers its branches’ activities in its own review.

If an organisation ceases operating during an income year, its return for that year can still be required. Record why the client must lodge or why an exclusion applies.

Collect the Governing Records

Ask for the adopted constitution or rules and compare them with the organisation’s actual activities. A prior accountant’s exemption conclusion is a starting point for your review, not evidence that nothing has changed.

Use this collection checklist:

  • The governing document, adopted amendments and evidence of when each amendment took effect.
  • The stated purposes and a description of activities during the reporting period.
  • Income sources, gross revenue records and how funds were spent, including overseas expenditure.
  • Clauses restricting distributions during operation and on winding up, plus details of payments or benefits to members.
  • ABN and legal entity details, current officeholders and the person authorised to approve the return.
  • Earlier self-review returns, exemption reviews, ATO correspondence and any charity registration or endorsement records.

The ATO’s governing document requirements cover both the clauses and how the NFP operates. An organisation must follow its rules as well as hold a copy. Amendments apply prospectively, so establish which rules governed the period under review.

CPA Australia’s practitioner guidance also identifies outdated governing records and authority to act as practical problems. Send the committee a short list of unresolved facts. Ask who can answer each question and retain their response before finalising the return.

Prepare the NFP Self-Review Return

Prepare the answers using the ATO NFP self-review return question guide. The return covers organisation details, income tax self-assessment and the summary and declaration. The selected category determines which further questions appear.

The NFP self-review return form records the assessment. The question guide explains the decisions behind it. Online services for agents is the registered tax agent’s lodgment channel.

The 2025-26 return asks whether the organisation is an NFP entity. Answering Yes requires the appropriate governing clauses and conduct. The current question guide distinguishes first returns from subsequent returns where clauses are missing.

On a first return, a No answer can preserve exemption if no income or assets have actually been distributed to members. The ATO describes a 12-month window to amend the rules. A No answer on a subsequent return produces a taxable outcome. Record which situation applies and assign any amendment work.

In a hypothetical sporting club, the constitution describes encouraging sport, but most activities provide members with social facilities. Investigate the actual main purpose before selecting Sporting. Keeping the surplus in the club does not resolve the purpose question.

Review every prefilled answer against the reporting period. A prior return’s answers can carry forward facts that have changed.

Lodge the NFP Self-Review Return

Lodge through Online services for agents after confirming the client’s authority and approval. The ATO’s agent user guide requires Income Tax account-level authorisation and the relevant Access Manager permissions.

  1. Confirm the reporting period and any outstanding earlier returns. The standard 2026 cycle covers the 2025-26 income year. Prepare the oldest outstanding return first.
  2. Confirm the client link and Income Tax authority. Where nomination is needed, the client completes the ATO agent nomination. A BAS-only link does not provide the required authority.
  3. Select the client, then Lodgments and NFP self-review return. Prepare the relevant year and complete the mandatory details using the approved evidence.
  4. Save the summary for the authorised client representative to review. Retain their approval of the answers and authority to lodge. Correct any changes before completing the acknowledgments and declaration.
  5. Submit the return and retain the confirmation with its unique receipt ID. Check the financial year and outcome in the saved return and lodgment history.

For a standard income year, the usual deadline is the end of the fourth month after the year ends. Use the ATO due-date rule and substituted accounting period table to diary the applicable deadline. A different financial reporting year does not establish an ATO-approved substituted accounting period.

If Prepare is unavailable, check for an older outstanding return and confirm account-level authority and staff permissions. A saved preview is not proof of lodgment. The confirmation and receipt identify the return actually submitted.

When the Client Follows Another Route

Investigate charity registration when the client’s purposes may be charitable. The ACNC’s guidance for self-assessing organisations explains why charitable NFPs need registration and ATO endorsement to obtain income tax exemption.

Where charitable status remains uncertain, answer the charitable-purpose question accurately using Yes or Unsure as applicable. Continue the required annual self-review returns while a charity registration application is awaiting its outcome. Assign responsibility for assessing registration and gathering the application records.

If the review establishes a taxable outcome, explain the required income tax return or eligible non-lodgment advice work to the client. An organisation discovering it is taxable through this review records that outcome in the self-review return. It then follows the applicable taxable NFP reporting requirements.

Keep financial reporting and assurance requirements as a separate engagement task. Filing the self-review return records a self-assessment and does not grant an exemption. Give the committee the recorded outcome, any further work and the person responsible for completing it.
