Queensland Payroll Tax for Accountants
When your client employs in Queensland, check Qld payroll tax registration, the threshold and rates before preparing returns through QRO Online.

Queensland payroll tax depends on your client’s taxable wages across Australia and its employer group. Assess registration first, calculate the Queensland liability using the applicable deduction and rate, then lodge reconciled returns through Queensland Revenue Office (QRO) Online.
Check Queensland Registration
Check registration as soon as your client employs in Queensland, using its Australian wages and group position. A low Queensland payroll alone does not establish that registration is unnecessary.
Sections 52 and 53 of the Payroll Tax Act 1971 set the registration criteria and application requirement. For a non-grouped employer paying Queensland taxable wages, the weekly wage trigger is more than $25,000. Group membership is a separate statutory registration criterion. Apply the provisions to the actual employer and its group relationships. Register within seven days after the relevant month ends.
An employer can need registration even when its eventual annual wages are below $1.3 million. Registration, an available deduction and the amount payable are separate decisions.
Build the assessment from payroll reports, super contributions and fringe benefits, with taxable contractor payments where relevant. Separate Queensland and interstate wages. Record the entity’s ABN, when Queensland employment started and each related employer’s details. Identify the designated group employer (DGE), which claims the group’s deduction, and document why the client is grouped or non-grouped.
Use the Act version governing the return period. Match the taxable-wages provisions in Part 2 and any claimed exemption to the wage records. Keep the operative provision and supporting evidence beside each excluded amount. The national payroll tax guide explains the interstate allocation questions that precede the Queensland calculation.
Register Through QRO Online
An authorised tax agent or representative can register the client through QRO Online. Retain the client’s authority before completing the application.
Follow QRO’s employer registration instructions in this order:
- Create your individual account through the official QRO Online login. QRO does not permit a generic company account.
- Select the Registration tile, then Payroll tax registration form. Enter the employer’s ABN and check the displayed entity name.
- Choose the employer status. Enter the DGE or group members as required, then complete the employment and wage information.
- Review the application with the client’s approved facts. Resolve errors before selecting Submit and retain the application confirmation.
- After QRO processes registration, retain its notice, activate the registration where instructed and link the employer to your individual account.
An unregistered business cannot be linked before QRO processes its registration. A saved draft is also different from a submitted application. Put QRO’s notice and any past assessments in the client file so the first return follows the account’s instructions.
Apply the Queensland Threshold and Rate
Calculate the Queensland liability from the return period’s taxable wages, deduction and rate. Use Australian wages to determine the threshold and rate band, including the group’s wages where applicable.
QRO’s rates and thresholds set an annual Australian wage threshold of $1.3 million. The ordinary rate is 4.75% for employers or groups paying up to $6.5 million in Australian taxable wages. Above that amount, the rate is 4.95%. Short employment periods and final returns need the applicable proportional calculation.
Calculate the Deduction From the Wage Position
The Queensland payroll tax deduction reduces the wages subject to payroll tax. An employer’s income-tax deduction is a separate calculation in its income-tax return.
Under QRO’s deduction rules, the annual deduction reduces by $1 for each $7 of Australian wages above $1.3 million. It reaches zero at $10.4 million. Interstate wages reduce the Queensland share available. Group members cannot each claim a full deduction. The DGE claims it, with excess allocated under QRO’s rules.
Consider this fictional non-grouped employer, employing for a full year. It pays $1.4 million in Queensland taxable wages and $700,000 interstate, giving $2.1 million Australian wages.
| Calculation | Working | Result |
|---|---|---|
| Australian wage excess | $2,100,000 - $1,300,000 | $800,000 |
| Reduction in annual deduction | $800,000 / 7 | $114,285.71 |
| Deduction before Queensland allocation | $1,300,000 - $114,285.71 | $1,185,714.29 |
| Queensland deduction | $1,185,714.29 multiplied by $1,400,000 / $2,100,000 | $790,476.19 |
| Queensland wages after deduction | $1,400,000 - $790,476.19 | $609,523.81 |
| Ordinary annual payroll tax | $609,523.81 multiplied by 4.75% | $28,952.38 |
This example assumes no regional discount or other adjustment. Its Australian wages are below the mental health levy threshold. Retain the unrounded working and reconcile the result with QRO Online’s calculation.
The monthly maximum deduction is $108,333 and reduces as monthly wages rise. A non-grouped Queensland-only employer uses an actual periodic deduction. Interstate employers and DGEs use a fixed periodic deduction based on annual estimates. Record that calculation and recalculate it when QRO’s change rules apply. The annual return reconciles actual wages, so copying the maximum into every monthly return can understate tax.
Assess the Regional Discount Separately
The regional employer discount reduces the rate by one percentage point for eligible return periods. The resulting rates are 3.75% or 3.95%.
The employer’s principal place of employment must be in regional Queensland. At least 85% of Queensland taxable wages must go to regional employees. QRO defines a regional employee by their principal residence, so a temporary worksite address is insufficient.
Retain the registered business location and wage analysis with evidence of employees’ principal residences. Compare them with QRO’s defined regional areas. QRO also excludes employers above its $350 million Australian wage limit. Apply the discount only within its legislated period. Keep this rate reduction separate from the ordinary wage deduction.
Add the Mental Health Levy Where Required
The mental health levy calculation uses separate Australian wage thresholds. Above $10 million, the primary levy is 0.25%. Above $100 million, an additional 0.5% applies. Each rate applies to Queensland wages above the corresponding adjusted threshold.
Interstate wages, group membership and part-year liability change the thresholds. Exempt wages remain outside the taxable wage base. The ordinary payroll tax deduction and regional rate discount do not reduce the levy.
For a fictional full-year non-grouped employer with $4 million Queensland wages and $12 million interstate wages, the primary threshold becomes $2.5 million. That is $10 million multiplied by the Queensland share of one quarter. The levy is ($4 million - $2.5 million) multiplied by 0.25%, or $3,750. The additional levy is nil.
Follow QRO’s levy reporting instructions. Periodic returns use annual wage estimates. The annual return reconciles actual liability. For a group, members supply their periodic levy totals and the DGE reconciles the group’s annual levy.
Use the Rule for the Reporting Period
For a historical return such as 2017, obtain QRO’s previous rates and thresholds through its rates page. Retain the historical table and the Act version governing that period. A current deduction formula cannot establish the deduction for an earlier return.
For a future-year enquiry, distinguish an enacted rule covering that period from a proposed change. Use the official period-specific rules when available. An earlier year’s threshold does not establish an unpublished future rate.
Close the Queensland Employer Account
Account closure depends on whether the client stops employing across Australia or continues employing elsewhere. A drop below the wage threshold alone does not cancel registration.
QRO’s change-of-status instructions distinguish the following cases:
- If the client stops employing in Australia and does not intend to employ for the rest of the financial year or the next, assess a final return.
- If it stops employing in Queensland but still employs interstate, advise QRO. Continue nil periodic returns for the balance of the year and lodge the annual return.
- If a qualifying status change occurs and the client expects no Queensland taxable wages in the following financial year, request cancellation from QRO.
Use QRO’s final-return instructions to determine the period and liability. Final returns generally fall due within 21 days of a status change. A change at the financial-year boundary follows QRO’s annual-return exception. For a grouped employer, assess the DGE’s separate levy final-return obligation too.
Retain the final return, payment evidence and cancellation request. Keep lodging required returns until QRO confirms the account position. Save its written response so the next staff member can distinguish requested cancellation from confirmed cancellation.
Prepare Queensland Returns
Prepare each Queensland return from reconciled taxable wages, then obtain review and client approval before lodgement and payment.
- Reconcile gross salaries and wages to the payroll reports and accounts. Include taxable super contributions and the correct payroll tax value of fringe benefits.
- Identify exempt amounts with their supporting records. Assess contractor payments using the payroll tax contractor guide and QRO’s relevant-contract rules.
- Separate Queensland and interstate amounts. Confirm the group membership, deduction method and any levy estimates for the return period.
- Have a second staff member review the wage reconciliation and calculated liability. Give the client the figures for approval and confirm who will arrange payment.
- Lodge through QRO Online, save the receipt and reconcile the payment to the employer’s account.
QRO’s taxable-wages guidance includes super contributions and taxable fringe benefits. A wage report alone can omit both. Use the fringe-benefit treatment QRO prescribes, including its exclusions, instead of copying an employer’s total FBT expense.
Use QRO’s return deadlines to set each job and payment reminder. Ordinary periodic returns are due seven days after period-end, with weekend and public-holiday adjustments. QRO publishes exceptions and the annual deadline. The last monthly period of the financial year is included in the annual return instead of a separate periodic return.
A nil liability does not by itself remove the return obligation. Confirm the client’s required return frequency and any final-return instructions before closing the job.
Resolve a QRO Return Difference
Trace an unexpected QRO balance to the lodged return and account transactions before changing wages. A missing payment and an incorrect taxable-wage amount need different corrections.
Compare the lodged wage totals with the approved reconciliation. Check whether the correct group status and deduction were used. Then match payments to their account references and examine any assessment, interest or prior-period adjustment.
If the return contains an error, follow QRO’s periodic-return correction instructions. A lodged final-return error requires a reassessment request with revised wage information. Keep the original working, the reason for correction and QRO’s confirmation together.
Use QRO’s payroll tax enquiry route for unresolved return or account questions. Have the client number, entity details, affected return period, lodged figures and payment receipts ready. Payroll tax enquiries go to the payroll tax team. State Penalties Enforcement Registry debt-enforcement services handle a different task.
Close the difference only when the corrected return or reassessment agrees with the wage working and the payment history explains the remaining account balance.
