Payroll tax compliance software helps you reconcile Australian taxable wages and prepare reviewed state returns. For a single-state employer, payroll reports with a controlled workpaper can be enough. A multi-state group needs entity-level records, jurisdiction decisions and a consolidated reconciliation.
What Payroll Tax Software Must Do
Connect the employer’s wage records to the figures reported to the relevant revenue office. Employee pay calculations, PAYG withholding and Single Touch Payroll (STP) reports supply different outputs. Use payroll software for accountants for the source-record decision.
Judge payroll tax software programs by the same task: producing a return figure that another accountant can explain. A payroll tax app needs Australian state coverage and retained tax workpapers. A mobile pay-run app’s convenience tells you little about that job.
| Approach | Suitable client work | Records the practice must retain | Main decision point |
|---|---|---|---|
| Dedicated state-tax tool | Repeated returns across employers or jurisdictions | Imports, state adjustments, group history and approved return outputs | Select a tool whose supported jurisdictions and exports match the client |
| Payroll system’s tax report | A client whose source system has a usable state report | Report settings, payroll totals and adjustments outside payroll | Establish what the report actually calculates |
| Reviewed workpaper | A manageable client file with traceable exports | Protected formulas, source references and approval versions | Keep manual mapping and reviewer responsibility explicit |
Payroll tax management software keeps adjustments and reviewer decisions beside the return figures. Employee payroll management keeps pay records. These jobs can use the same source data while requiring separate review.
Build the Client’s Taxable-Wages Record
Collect the records that establish the client’s reporting position before choosing the software setup. Request payroll summaries for each employer entity, work locations and records of employee movements. Obtain contractor payments and contracts, benefits calculations, previous returns and group details. Include relevant rulings, elections and unresolved differences.
Create a mapping sheet with the source pay category, amount, employer, reporting period and proposed jurisdiction. Add the state treatment, supporting rule and reviewer decision. Reconcile that sheet to the payroll control totals and relevant general ledger accounts.
For NSW work, use Revenue NSW’s taxable-wages guidance. Ordinary payroll earnings alone can omit taxable amounts recorded elsewhere. Contractor treatment and benefits values need their own supporting records.
Record judgement separately from the imported amount. A reviewer must resolve disputed contractor exemptions, employee jurisdiction and group membership before approving the mapping. Refer a difficult classification for technical advice and retain the conclusion with its source. Use the payroll tax guidance for liability and registration questions.
Compare State Coverage and Group Handling
Compare software against the client’s actual jurisdictions and employer entities. A feature called payroll tax can be an Australian state report, an overseas withholding function or a simple estimate. Look for the named jurisdiction, calculation settings and output that matches the return.
Employment Hero Payroll classic documents a Payroll Tax report broken down by state, with reporting-period, earnings-location and employing-entity filters. It supports Excel, CSV and PDF downloads. This gives you a source report to reconcile with adjustments outside payroll and the practice’s approval record.
MYOB AccountRight Plus and Premier calculate payroll tax from selected payroll categories and entered settings. MYOB’s setup guidance limits the setup to one state or territory. The Payroll Tax and Amount by Category reports make it a useful starting point for a single-state file.
| Fictional client | Employment Hero report | MYOB AccountRight report | Xero reports with reviewed workpapers |
|---|---|---|---|
| Single NSW employer with all employees working wholly in NSW | Use the NSW output and reconcile non-payroll items | Use NSW settings and inspect included payroll categories | Map payroll activity to NSW wages and retain adjustments |
| Related employers operating in NSW and Victoria | Separate employer and state outputs, then assemble the group workpaper | Add a separate reconciliation for the other state and group | Combine each employer’s exports under one documented group reconciliation |
For the fictional group, the practice has already established the group membership. Keep each employer’s amounts visible before consolidating them. Record which member claims the applicable deduction and how interstate wages affect it. Revenue NSW’s grouping practice note explains the shared threshold and interstate consequences.
Victoria’s grouping guidance also explains interstate groups. Keep the NSW and Victorian positions separately supported. A location filter groups report rows. Establish the legal jurisdiction of each payment in the workpaper.
Useful payroll tax software reviews establish imports, state coverage and group handling. They also show the reconciliation output and where approvals are retained. Prefer a dedicated tool when those repeated tasks exceed what your reviewed workpaper can reliably manage. Select it on demonstrated Australian outputs, not a global tax label.
Connect Payroll Reports to the Tax Workpapers
Transfer payroll records into the workpaper with enough detail to reproduce the result. Keep the employer identifier, period, pay category and gross amount. Carry superannuation separately and add the location information used in the jurisdiction decision.
| Transfer method | Direction and required fields | Correction routine |
|---|---|---|
| Native connection | Payroll system to tax tool using documented employer, period and pay-category fields | Identify changed records and retain the previous approved import before refreshing |
| File import | Payroll export to workpaper with employer, category, amount and state allocation | Replace the affected batch, reconcile row counts and prevent duplicate files |
| Manual report | Payroll report to an entered reconciliation with source-page references | Correct the source report or entry, then have the changed total reviewed |
Employment Hero’s documented download transfers a report file. A native connection requires a supported connector with defined fields and update behaviour. In Payroll classic, open Reports, select Payroll Tax and set the reporting filters. Run the report and download the required format.
For a Xero client, obtain the employer’s Payroll Activity Summary and supporting payroll detail for the same period. Xero’s summary reports payroll earnings, tax and superannuation. Use those totals as inputs, then reconcile state adjustments and group allocation in the tax workpaper. Xero’s employee pay-run calculations do not establish the reviewed state-return figure.
Fictional NSW Reconciliation
Assume one registered, ungrouped NSW employer with all services performed wholly in NSW for the reporting period. The payroll earnings total excludes employer superannuation. All wages are ordinary taxable wages and there are no contractor payments or fringe benefits. The separate reimbursement is an exact repayment of a documented business expense.
All figures are invented amounts. Revenue NSW’s payment classification list treats superannuation as liable and direct reimbursements as non-liable.
| Reconciliation line | Amount | Treatment |
|---|---|---|
| Payroll gross earnings | $180,000 | Starting wage amount |
| Employer superannuation excluded from gross | $21,600 | Add separately |
| Direct business-expense reimbursement outside gross | $2,400 | Exclude and retain receipts |
| NSW taxable wages for the period | $201,600 | $180,000 plus $21,600 |
The $201,600 is the taxable-wages amount for the return, before the applicable deduction and tax calculation. The reimbursement never entered the starting gross, so there is no second subtraction. Reconcile the separate reimbursement record to its receipts and the general ledger.
Before import approval, investigate each exception that can change the result.
- For an unknown location, identify the affected employee and work records. Employment Hero reports wages and superannuation under Unknown when a location lacks its state or territory.
- For duplicate imports, compare employer, period and source batch identifiers. Remove the duplicate from the draft workpaper and preserve the original export.
- For changed employee records, compare the source detail with the approved location decision. A changed home address alone does not settle the wages jurisdiction.
- For a late adjustment, record the amount and reason against the affected period. Recalculate the workpaper and route the changed return through review again.
If the return is already lodged, follow the relevant revenue office’s correction procedure. Keep the original return and the corrected reconciliation together.
Review and Approve the Payroll Tax Return
Assign preparation, technical review, client approval and lodgement to named staff roles for each employer entity. The preparer assembles the source records. The reviewer checks the treatment and reconciliation. An authorised client contact confirms the facts and approves the return before the assigned lodger submits it.
Use a pre-lodgement checklist for the whole return.
- Confirm the employer, revenue office account, state and reporting period.
- Check the documented group position and the member claiming the deduction.
- Reconcile payroll totals, other taxable payments and jurisdiction allocations.
- Resolve missing records and record the reason for every exclusion or adjustment.
- Compare the workpaper with the actual return fields and proposed payment.
- Retain technical review and client approval for the exact version being lodged.
Save the source exports and calculation settings with the approved workpaper. Attach the return receipt and any payment confirmation. Keep an adjustment log showing who changed the file and why. Another staff member must be able to follow the result without rebuilding it from emails.
Keep the payroll tax file linked to the client’s wider company tax work where the employer is a company. Preserve the separate state-tax reconciliation so a company tax review does not obscure its approval history.
Keep Payroll Tax History at Handover
Carry the client’s prior returns and supporting decisions into the selected tool before preparing the first new period. Request reconciliations, group changes, elections or rulings and unresolved differences from the client or outgoing practice. Record the periods covered and identify any gaps in the handover.
Import opening records only after matching them to the previous approved workpaper. Keep source files unchanged and map their categories to the new workpaper. Compare the first output with prior reconciliations and explain each difference. Separate a mapping change from a new payment or a changed tax treatment.
When the engagement ends, provide the authorised recipient with source exports, reconciliations and lodged returns. Include approval records, relevant rulings and an explanation of outstanding corrections. Export the group history and category mapping in readable formats. Arrange access changes after confirming the handover, while retaining the records the practice must keep.
Choose the setup you can hand over with a complete explanation of each return. For the single-state employer, a checked payroll report and controlled workpaper can meet that need. For the multi-state group, retain the entity totals and state decisions before any consolidated figure.
