How to Cancel GST Registration for a Client

If a client’s business has closed, sold or shrunk, here is how to cancel their GST registration online, the final BAS and the assets GST rule.

To cancel GST registration for a client, confirm eligibility and the cancellation date. Submit the request through ATO Online services for agents or by phone, then lodge the final BAS. Get the client’s written instruction first.

Cancel a Client’s GST Registration in Four Steps

  1. Confirm the client can cancel. Check whether the entity has ceased every enterprise or still trades below the compulsory registration threshold. Get written instructions from an authorised client representative. Keep the instructions and your eligibility assessment on file.
  2. Choose the cancellation date. This is the last day the client wants to remain registered. Reconcile it with the sale agreement, final trading activity and invoices. The ATO will not backdate cancellation across a period when the client continued operating on a GST-registered basis. A lodged BAS covering the proposed date also prevents that cancellation request.
  3. Submit the request. In Online services for agents, select the client, then Profile and Tax registrations. Select the relevant account. Under current registrations, choose Cancel beside GST. Complete the mandatory fields, including the cancellation date and reason, then select Next. Review the details and complete the confirmation steps. Save the receipt and confirmed date to the client file.
  4. Lodge the final activity statement. Prepare the final GST figures through the cancellation date, including asset sales and any retained-asset adjustment. Confirm the cancellation before finalising the BAS that contains the proposed date. Keep the final BAS job open until lodgment is complete.

The ATO’s tax registration instructions give the agent menu route. You need the correct client relationship and staff permissions before you can act.

If the online request cannot handle the cancellation, call the agent line on 13 72 86. The ATO lists registration enquiries under fast key code 1 1 3. Have your agent details, client identification, cancellation reason and proposed date ready.

If GST does not appear under the selected account, check the account and registration history before submitting another request. If the requested date conflicts with a lodged BAS, explain the history to the ATO and resolve the date through its assisted channel.

When a Client Must or May Cancel

A client who ceases carrying on every enterprise must apply to cancel within 21 days. Selling one business does not end the registration requirement if the same entity continues another enterprise that requires GST registration.

For a continuing business, cancellation can be a choice when registration is no longer compulsory. The usual threshold is $75,000, or $150,000 for a non-profit organisation. GST turnover is measured before GST, using the registration rules. A quiet reporting period alone does not establish eligibility. Assess projected GST turnover and the client’s continuing activities using the GST registration rules.

Taxi and ride-sourcing businesses have a registration requirement regardless of turnover. Special rules also apply to representatives of incapacitated entities and resident agents acting for registered non-residents. Resolve those rules before treating low turnover as permission to cancel.

A voluntarily registered client generally must stay registered for at least 12 months. The ATO can allow earlier cancellation when the entity is not required to be registered. Its registration practice statement explains that discretion. Do not treat the minimum period as permission to ignore an actual business cessation.

For a going-concern sale, the seller must carry on the enterprise until the day of supply. GST-free treatment also requires payment, a GST-registered or registration-required buyer and written agreement between the parties. The seller must supply everything necessary for continued operation. Check these conditions in the ATO’s going-concern ruling before setting the cancellation date.

The buyer uses its own registration. It does not take over the seller’s GST registration. An asset-only sale can attract GST under the ordinary rules, so account for the sale before cancelling the seller’s registration. Winding-down sales can remain part of carrying on the enterprise.

Cancelling the ABN Cancels GST Too

Cancelling the client’s ABN also cancels its GST registration. A closing business can often use the ABN cancellation request to remove both registrations. Confirm the effective date and final GST obligations instead of lodging duplicate requests.

The ABR’s instructions for agents require you to deal with outstanding lodgment, reporting and payment obligations. Cancel PAYG withholding before cancelling the ABN if that registration also needs to end.

Keep the ABN when the client still carries on an enterprise and remains entitled to it. A sole trader who continues consulting below the GST threshold can cancel GST while retaining the ABN. Check all businesses carried on by that sole trader before making the decision.

A company can retain its ABN while it remains registered with ASIC, even after it stops business. GST cancellation and deregistering the company are separate decisions.

The Final BAS and GST on Assets Held

The final BAS reports the GST tax period containing the cancellation date. For an ordinary monthly or quarterly registration, the concluding GST period ends on that date. Annual reporting and GST instalment arrangements have special period rules under section 138-10.

Include final sales, purchases and importations, plus the sale of the business or its assets. A cash-basis client must also account for sales and purchases still awaiting attribution from earlier periods. The ATO’s final BAS guidance explains those amounts.

Before lodgment, check the client’s ATO account for outstanding BASs and debts. Reconcile the account with the bookkeeping file and obtain the records in your BAS preparation checklist. Cancellation does not clear an existing liability or excuse an outstanding statement.

Calculate the Retained-Asset Adjustment

An increasing adjustment can arise for assets held immediately before cancellation where the client was, or is, entitled to GST credits. Under section 138-5, the adjustment does not arise if the asset’s last applicable adjustment period has already ended.

For each asset still within the adjustment rules, calculate the amount as follows:

Increasing adjustment = applicable value multiplied by actual application, divided by 11.

Applicable value is the lower of GST-inclusive market value immediately before cancellation and GST-inclusive acquisition cost. Imported assets have their own cost basis. Actual application is the asset’s business-use percentage over the period from acquisition or importation to cancellation.

Use the ATO’s retained-asset guidance to establish each asset’s remaining adjustment periods. Record the calculation and valuation evidence. Report the adjustment at label 1A on the final BAS.

Illustrative Closing-Business Example

A closing business keeps a vehicle and equipment. The following figures are invented. Assume the business claimed full GST credits, used both assets entirely for business and remains within each asset’s adjustment periods.

Retained assetOriginal GST-inclusive costGST-inclusive market valueApplicable valueIncreasing adjustment
Vehicle$33,000$22,000$22,000$2,000
Equipment$11,000$5,500$5,500$500
Total$2,500

The vehicle adjustment is $22,000 divided by 11. The equipment adjustment is $5,500 divided by 11. Add $2,500 at 1A alongside the client’s other final-period GST. If an asset’s adjustment periods have expired, remove that asset’s adjustment from the calculation.

After the ATO Confirms the Cancellation

Use the ATO’s confirmed effective date to update the client record in your tax software. Change the bookkeeping file’s GST settings for new transactions from after that day. Preserve the historical tax codes and reports needed to support the final BAS.

Update the practice job list so it stops raising future GST BAS jobs. Keep the final BAS and any outstanding statements assigned. Continuing PAYG withholding, PAYG instalments or fringe benefits tax obligations still need reporting, even when GST has ended.

Tell the client that supplies made after cancellation must not include GST while they remain unregistered. Change invoice templates so they no longer describe new invoices as tax invoices or show a GST charge. Review invoices issued later for supplies made while registered, because the invoice issue date alone does not decide GST treatment.

Agree the client’s ongoing prices separately. GST cancellation does not itself rewrite a customer contract or fix the commercial price. Explain that the unregistered client also loses GST credits on future purchases.

Search the client’s ABN on ABN Lookup and inspect the GST registration history. It must show the cancellation date matching the ATO confirmation. If the public record disagrees, retain the confirmation and raise the discrepancy with the ATO. Close the cancellation job when the registration record, client instructions and remaining lodgment jobs agree.
